Pre/Back Order charges shipping

Hi -

When we allow an item to be pre-ordered without charging the credit card first, xcart charges shipping on the first checkout page, (we would like to defer that and charge them all at once). Then on the next page of the checkout xcart throws an error because there is zero balance.

Is the the "No Charge on Order:" option functional?
